We have an exciting opportunity to join the Merseyrail Safety team as a Senior Safety Risk & Assurance Manager.

Reporting directly to the Head of Safety, you will be responsible for leading Merseyrail’s HSSE Risk Management Safety and Assurance Strategy to ensure operational and occupational health, safety, security and environmental risks are fully understood, properly quantified and effectively managed.

Communication skills are an essential part of this role as you will build relationships with key partners and stakeholders to facilitate risk assurance evaluations.

In this role you will be responsible for the identification and assessment of hazards and risks arising from business operations and transformational activities, ensuring Merseyrail’s Safety certificate is reviewed periodically, ensuring the Safety Validation process is adhered to, development of the annual safety audit plan in line with the business risk profile and maintain the Safety Management System in line with company and industry requirements.

 Previous experience in rail, managerial and risk management would be beneficial.

To be successful in this role you will need to be able to:

  • Lead Merseyrail’s HSSE Risk Management Strategy and associated risk register and embed into the company’s safety decision making ensuring compliance with ROGS and other legislation.
  • Ensure a robust risk assessment framework is established and maintained in accordance with legislative standards and best practice.
  • Ensure Merseyrail’s Safety Certificate is reviewed on a periodic basis.
  • Responsible for the identification and assessment of hazards and risks arising from business operations and transformational activities and provide independent oversight whether appropriate mitigations are identified and in place.
  • Develop the annual Safety Audit Plan based on the business risk profile.
  • Responsible for ensuring that a robust Safety Management System is in place and that there are suitable methods for communicating safety information to all levels of the business.
  • Responsible for the Merseyrail’s Safety Validation process ensuring that changes to company operations, business activities, infrastructure, fleet, systems or organizational changes are processed in accordance with ROGS, CSM/2.4 and Common Safety Method - Risk Evaluation and Assessment (CSM-REA).

The successful candidate must hold a minimum of a level 6 safety qualification such as NEBOSH Diploma or equivalent. Additionally, a risk management qualification with expertise in risk assessment, risk modelling and risk analysis techniques.

You will need good computer literacy, numerical and oral skills including word with a strong focus on excel and report writing skills.

The successful candidate should also have the ability and confidence in building excellent working relationships with colleagues and internal/external customers alike.
